The 2006 Metropolitan Water Plan outlines the Western Sydney Recycled Water Initiative. The objective of the initiative is to maximise the beneficial use of recycled water for residential, industrial, agricultural and environmental purposes. Under the Initiative, three existing sewage treatment plants (Penrith, St Marys and Quakers Hill) will be connected to form an integrated source.
A new advanced water treatment plant will be built, drawing on the available effluent at the above plants, to replace water currently released from Warragamba Dam for extraction and river health purposes. This project is known as the Western Sydney Recycled Water Initiative – Replacement Flows Project.
An integrated project team of Sydney Water, Sinclair Knight Merz (SKM) and Manidis Roberts developed the environmental assessment for the Replacement Flows Project. Manidis Roberts delivered the stakeholder and community consultation process to support the environmental assessment.
Key achievements included

- Delivering project approval on time.
- Developing the consultation plan for the largest recycled water project in Sydney.
